Tribes have proved themselves as an intrinsic core distinct from rest of population in their sociological configuration. In spite of our hardest attempts since independence by bracketing them as Scheduled population in our fore front to be developed at once, we are failing to achieve it in spite of huge expenditure and massive efforts. All avenues of development are blurred by apathy, alienation and participatory deficiency.

However, each tribe reveals a specific vestigial rudiment of native politics that has withstood erosions of our imposed Panchayati Raj Institutions on them. An easy way of approach is visible to communicate with them, to deliver the goods of development and to look for targets of achievement.

Koraput district, a natural abode of most of the tribes witnessed in Odisha, has a favorable geography for them. We can visualize in the remotest hill-top tribal settlement, a display of native politics, which can be tuned in favor of their development. Incorporation of tribal folk and motivation with participatory skills are suitable ways for percolation of development.
