Grass covers surface of earth flourishing with luxuriant green, anchoring steadily to earth by its roots that nourishes with nutrients from below. Similarly grassroots form the base of an organization that provides breadth and stability to stand.
Government in general thrives on finance. In a multi-tier government system with sharing revenue pattern, the grassroots government is led from above, not really from below through its roots. With this reverse feeding pattern, the natural situation breaks down grassroots government is considered as a creation of higher tiers, not really from below from its geographic position.
Grassroots government, the ultimate base of direct democracy, must be secured with all its resources. India’s experiments over forty years only prove that poverty is the main hindrance in functioning of the grassroots government. A lot of legislative provisions have been made for this purpose in Seventy Third and Seventy Fourth Constitutional Amendments awaiting real translation in field.
