Dr. Bijoyini Mohanty (1957-2013) was Professor in the Department of Public Administration, Utkal University, Vani Vihar, Bhubaneswar, Odisha at a time when this separate department was taking its independent existence. She was a popular teacher and academician in all her career teaching posts she held during her tenure. She has, to her credit, a number of publications – namely Glimpses of Local Governance; Municipal System of India: Citizens’ Involvement; Political Economy of India: Retrospects and Prospects; Tribals of Koraput: Native Politics, Modernisation and Percolation of Development; Mahatma Gandhi: His Political Philosophy; Public Personnel Administration; Comparative Public Administration; Local Governance; Urban Governance and Politics; Financing Grassroots Government and some more jointly written books and publications.
She led a simple pattern of life. She was involved in many social fields, women organisations and as a researcher in fields of panchayati raj, the time when all avenues of panchayati raj were crawing into Indian Constitution and politics. She had attended 4 World Congresses of Political Science and some more International Conferences as a delegate to present papers. She was Secretary of Indian Institute of Public Administration, Regional Branch Bhubaneswar for 2 terms and also as Editor of the Journal of the institution for 2 terms. Many organisations had chosen her as an Adviser.
She is the author of a popular historical novel, Hasuni Monalisa.
